Agenzia TPL’s best practices to run a high-impact network redesign in Remix

Facing expiring operator contracts and new network requests from municipalities, Agenzia TPL undertook a major redesign initiative—reassessing and optimizing lines, frequencies, and runtimes across their network.

Agenzia TPL oversees public transit across Milan and surrounding provinces—planning bus, metro, and tram service, and managing regional ticketing. Facing contract expirations and new service requests, they launched a major redesign to expand service, boost frequency, and prepare for a new wave of operator bids.

Here’s how the team used Remix to deliver a more efficient network.

1. Understand how riders move by bringing custom data into Remix.

The team started by importing operator-provided routes into Remix—even those with missing shapes. Remix auto-routed trips to visualize the full network, providing a clear planning baseline.

From there, the team uploaded contextual data—like the locations of important public facilities—so their planners could visualize the riders’ experience of the city as they began to adjust existing routes and draw new ones.

2. Use Remix as a living source of truth.

With a full view of the network, planners began sketching new routes and updating existing ones directly in Remix.

Remix will also serve as their ongoing planning tool post-redesign:

“Maybe three years from now we have to make a change; Remix will be useful to make the change and communicate with stakeholders.”

3. Model cost and vehicle needs with Blocking.

With a draft network in place, Agenzia TPL turned to Remix Blocking to calculate how many vehicles each area would require and estimate service costs.

They divided the network into four regions and ran cost and fleet calculations to guide how the new service could be contracted out.

Their goal: reduce the number of operators by 50% in an effort to consolidate smaller services and improve operational efficiency. Remix’s detailed data helped define bidding zones and would provide operators with GTFS and cost baselines to submit competitive proposals.

4. Tailor maps for better stakeholder alignment.

Agenzia TPL uses Remix Presentation Studio to design customized, audience-specific maps—highlighting the right details for internal teams and public officials alike. Maps can be styled and exported for individual routes, entire service areas, or the full network.

5. Build a network that’s efficient for agencies and workers.

When asked how other agencies should think about network redesign, the team emphasized smart use of data and balancing budget with operations:

“You have to use correct, precise, and up-to-date demand data in network planning so you can make the best use of resources available to really respond to people's needs.”

“And then you need to optimize the service both financially and for workers. Those are connected.”
