A small midwestern city delivers greater paratransit impact by sharing resources

By commingling its ADA paratransit service with on-demand microtransit, Green Bay Metro gave its whole network an upgrade.

Leveraging shared technology, vehicles, and drivers for both paratransit and on-demand microtransit, Green Bay Metro (GBM) added a layer of high-performing, accessible services to complement its fixed-route network.

GBM partnered with Via for a phased approach to deploying new technological and operational resources. First, the agency re-launched its paratransit program. The service achieved excellent on-time performance with 0 missed trips — all while alleviating pressure on dispatchers by converting 20% of trip requests to Via’s mobile and web-based booking tools. 

On-demand microtransit for the general public soon followed, replacing an underperforming fixed-route bus line and leveraging the same fleet as the paratransit service to improve overall system efficiency. GBM achieved 20% cost-savings compared to fixed route, and has seen 15% ridership growth year-over-year since launch.
