Over a year into deploying dynamic overflow, the Toledo Area Regional Transit Authority (TARTA) has fulfilled 100% of ADA paratransit ride requests — without adding fixed costs. Utilization stabilized around 1.5, on-time performance improved by 10%, and the system now scales seamlessly with fluctuating demand that peaks at unpredictable times of day. The result: a paratransit program that is more resilient, cost-effective, and capable of serving more rides than ever before.
Like many agencies, TARTA faced a growing challenge: paratransit demand was outpacing its available drivers and vehicles, threatening service reliability and ADA compliance.
In May 2024, TARTA partnered with Via to launch dynamic overflow support. TARTA continues to manage its in-house trips with existing software, while excess rides are exported nightly to Via’s paratransit operations center. Via dispatches FTA-compliant trips dynamically, flexing volume up or down day by day. By paying per ride, TARTA eliminates the cost of maintaining extra staff and vehicles.
To keep pace with rising demand, Via quickly expanded capacity in Toledo. By October 2024, the fleet grew from 11 to 14 vehicles to handle a 30% surge in trips, and more than 15 new drivers were trained in ADA compliance and WAV operations. Today, TARTA and Via deliver a reliable, flexible paratransit system that meets every ride request — no matter how demand fluctuates.
